To understand the structure and function of the ACR, which was established in 1923, it is helpful to begin with one of the greatest modern political philosophers, the Baron de Montesquieu. Born in 1689 and trained as a lawyer, Montesquieu is widely credited with developing the theory of separation of powers, a concept reflected in the constitutions of many nations, private associations, and even corporations throughout the world.
